Based on this unclassified FBI document circa Jan 2021, the Top 2 Most Private Chat Apps to use in order of merit are:-

1) Signal – No msg content, date/time of use registered, last date of user’s connectivity to app service.

2) Telegram – No msg content, no contact info provided for law enforcement despite court order, however, may disclose IP address/phone number if confirmed for terrorist investigations.

The rest of the chat apps mentioned may divulge no or limited message contents, user information details which may include IP addresses, email addresses, contacts, date/time of access, etc.

The document mentioned only the following chat apps: iMessage, Line, Signal, Telegram, Threema, Viber, WeChat, Whatsapp and Wickr.

For non-China account users of WeChat, they can provide basic information (name, phone number, email, IP address), which is retained for as long as the account is active.
